The G8 Gleneagles agreement

The G8 summit held at Gleneagles in July 2005 attracted enormous international publicity, with more than a billion people watching Live8, and the meeting itself the focus of the campaigning efforts of the Make Poverty History campaign. However, it is important to recognize that the Gleneagles summit and the decisions taken were not made in isolation but were part of a broader reform effort, particularly in relation to changing the global aid architecture. While Gleneagles focused upon the amount of aid and how it was delivered, as we saw above, there were other processes at work – like the Paris Declaration – that were addressing the conditions over its use, especially in relation to questions of ownership and conditionality.

Along with a decision to achieve universal access to anti-HIV drugs in Africa by 2010, the main outcome of the Gleneagles deal covered the areas of aid, debt and trade (Box 8.1).
